The Department of Budget and Management – Regional Office No. 3 in a clarificatory letter dated April 1 7, 2020 advised this Office that, in the light of the COVID-19 emergency and implementation of the Bayanihan To Heal As One Act (R.A. No. 11469), the FY 2020 regionwide lumpsum appropriation for administration of personnel benefits comprehensively released to the Regional Office in the amount of Nineteen Million Eight Hundred Twenty Four Thousand Pesos (P19,824,000.00) shall be used for payment of terminal leave benefits of both compulsory and optional retirees.
